Panay State Polytechnic College Pilar came into being in 1082 by virtue of Resolution No. VI of the PSPC Board of Trustees. First and second year high school students were screened to become the first students of the College.
Though the school has had numerous problems typical for a developing institution, it continued to gain support from the people. In 1986, tertiary education was opened. The school continued to grow not only in terms of populace but also in physical facilities. Additional buildings were constructed.
PSPC was converted into Capiz State University on March 21, 2004, by virtue of Republic Act No. 9273, and the campus was officially designated as CAPSU Pilar.

The Bachelor of Elementary Education (BEEd) is an undergraduate teacher education degree program designed to prepare individuals intending to teach in the elementary level.
The program aims to develop highly motivated and competent teachers specializing in the content and pedagogy for elementary education.
After successful completion of all academic requirements of the degree/program, graduates of BEEd should be able to practice the teaching profession in the elementary level.

c. BSBA major in Financial Management(BSBA-FM)
The Financial Management program prepares the graduates for various careersinfinancial management as well asinrelated fields, including but not limited to, corporate finance, investment management, banking, credit, trust operations, insurance, foreign currency markets, money markets, capital markets, and other financial securities markets.
