Situated at the heart of Roxas City, the Capiz State University Main Campus traces its origins back to 1917 with the establishment of the Capiz Trade School (CTS). At its inception, the school focused on intermediate-level education for male students, offering vocational courses with woodworking as its sole specialization. By 1920, the institution expanded its curriculum to include secondary classes, leading to its first batch of graduates in 1924. Over the following years, intermediate classes were gradually phased out, and by 1929, the school was officially elevated to a complete secondary institution.

Throughout the next decade, the Capiz Trade School cemented its reputation as a premier educational center in the province, with its vocational offerings drawing a steadily increasing student body. This progress was briefly interrupted by the outbreak of World War II, which forced the suspension of all school operations. Following the country’s liberation in 1946, the school reopened its doors to a growing number of students, necessitating an expansion of the faculty to meet the rising academic demand.
The mid-20th century brought a series of significant institutional transformations. In 1953, the Capiz Trade School was converted from a provincial school into a national vocational school, and by 1957, it became the Capiz School of Arts and Trades (CASAT).
A major milestone occurred in 1969 when, under Republic Act 5711, CASAT merged with the Capiz School of Fisheries to form the Capiz Institute of Technology (CIT). For the next 30 years, CIT modernized its curricular offerings to serve the needs of tertiary and secondary students in an increasingly contemporary Philippines.
On October 25, 1999, in accordance with the Higher Education Modernization Act of 1997 (Republic Act 7722), the Capiz Institute of Technology was formally merged with Panay State Polytechnic College (PSPC), with the CIT site becoming known as PSPC Roxas. The final evolution of the institution took place on March 21, 2004, when President Gloria Macapagal-Arroyo signed Republic Act 9273 during a visit to Roxas City. This act converted Panay State Polytechnic College into Capiz State University (CapSU), making it the first university in the province of Capiz and officially designating the Roxas City unit as the CapSU Main Campus.
