The Capiz State University Pontevedra Campus has a humble beginning as the then Pontevedra High School in the Poblacion of Pontevedra.
This high school opened in 1948 started to provide quality secondary education to the youth of Pontevedra and nearby municipalities.

On June 21, 1957, Republic Act Nos. 1785 and 1786 were passed. The former for the establishment of a ishery school and the latter for the conversion of the Pontevedra High School into a national agricultural school. The school was named Capiz Agricultural and Fishery School.
The school was completely transferred to the site at Bailan on February 10, 1958 and the first year of the agriculture fishery curriculum was opened.
In response to the request of the students and parents, a two-year course leading to associate in Agriculture was opened in the school year 1963-1964. CAFS progressed rapidly with the construction of more school buildings, dormitories, cottages. Expansion of the fishpond and sugarcane projects; extension and improvement of the road networks. The offering of the third and fourth years of the course leading to the degree of Bachelor of Science in Agriculture effective school year 1971-1972. In 1973, CAFS turned out its first BSA graduates.
In 1976, four (4) additional degree programs were opened, namely: Bachelor of Science in Agricultural Education, Bachelor of Science in
Agricultural Homemaking Education, Bachelor of Science in Fishery, Bachelor of Science in Fishery Education and a post secondary Fishery Technician Certiicate. Non-formal education classes were also conducted and the faculty development program started.

The Capiz Agriculture and Fishery School (CAFS) was converted into a state on December 24, 1980. The Panay State Polytechnic College was born by the virtue of Batas Pambansa Bilang 91 which was signed by President Ferdinand E. Marcos. This was the start of the merging of the two institutions: CAFS and Mambusao Agricultural and Technical College (MATEC). At last, the long cherished dream of the personnel of
the two institutions was realized. The institution is mandated to provide vocational, professional and technical training in agriculture, fishery, forestry, industrial ields, medical technology and similar courses.
All these years, the College has become an implementing arm in improving the quality of life of the rural communities. On the holistic perspective, PSPC has geared her tertiary programs to be relevant, sensitive and responsive to the demand for manpower, education and training needs of her target clientele.
PSPC was converted to a state university on March 21, 2004 by virtue R.A. 9273 converting Panay State Polytechnic College into Capiz State University.

The Bachelor of Science in Business Administration (BSBA) program utilizes an integrated approach to study the interrelationships among the different functional areas of business and examine how the effective orchestration of these different components of business operations can lead to organizational success. a. BSBA major in Human Resource Management(BSBA-HRM)
The Human Resource Management Program prepares the graduate for a career in the Human Resources Department of any organization, handling the many diverse human capital requirements of the organization, including recruitment, staffing, training and career development.

b. BSBA major in Marketing Management(BSBA-MM)
The Marketing Management program prepares the graduate for careers in marketing, market research, advertising and public relations. The curriculum provides the graduate with both technical skills and competencies required in the field, but also the flexible mindset that is necessary to stay competitive in a constantly changing business environment.

c. BSBA major in Financial Management(BSBA-FM)
The Financial Management program prepares the graduates for various careers in financial management as well as in related fields, including but not limited to, corporate finance, investment management, banking, credit, trust operations, insurance, foreign currency markets, money markets, capital markets, and other financial securities markets. The curriculum provides the graduate with knowledge on financial institutions and technical skills based on established financial theories, methodologies, and various analytical tools. It also promotes an outlook that is based primarily on ethics, market integrity, regulations, good governance and competitive global perspective, necessary for effective financial decision making.
