Capiz State University (CAPSU) was honored with the Roxas City Order of the Golden Heart Kasimanwa Citation of Merit during the Order of the Golden Heart Awarding Ceremonies held on December 3, 2025, at the Dinggoy Roxas Civic Center in Roxas City. Representing the University and its leadership, Dr. Leo Andrew B. Biclar, Vice President for Research, Development, and Extension, received the award on behalf of SUC President III, Dr. Efren L. Linan.

The Kasimanwa Citation of Merit stands as one of the highest acknowledgments granted by the Roxas City Government to individuals and institutions whose initiatives have significantly contributed to the welfare of Capizeños. The recognition serves as a testament to CAPSU’s responsiveness, dedication, and unwavering commitment to public service, especially during the most challenging moments faced by communities in the province.
