
The Capiz State University (CAPSU), through the Office of Research, Development, and Extension (RDE), held Pasidungog 2025 on January 23 at the Activity Area, Robinsons Roxas, Roxas City, Capiz. The event recognized the meaningful contributions of CAPSU’s homegrown researchers, innovators, and extensionists in advancing quality research and academic excellence.
In his opening remarks, Vice President for Research, Development, and Extension Dr. Leo Andrew B. Biclar warmly welcomed the attendees and emphasized the importance of research and extension in addressing today’s pressing global challenges.
“We gather today in a world facing complex and urgent challenges. These include climate change, food security, public health concerns, digital transformation, social inequities, and the growing responsibility to protect the welfare of our future generations,” he said. He added that research must move beyond discovery, stressing that it should be relevant, responsive, and grounded in service to society—challenging complacency and motivating institutions like Capiz State University to consistently exceed expectations.
“The projects and contributions we honor today reflect our shared values of excellence, innovation, integrity, inclusivity, and social accountability. Our awardees have shown that true academic excellence is measured not only by publication outputs, but by the impact they create—impact on communities, on policies, on livelihoods, and on the future we are helping shape for the next generation,” Dr. Biclar conveyed.
Addressing the honorees and attendees, Dr. Biclar expressed his gratitude and congratulations, noting that their dedication brings pride to the university and meaning to CAPSU’s mandate as a public institution of higher learning. He concluded by encouraging everyone to continue the shared journey of excellence in service and institutional growth through research, development, and extension.
CAPSU President Dr. Efren L. Linan then delivered a message, highlighting the university’s achievements in research, development, and extension, as well as its excellence in intellectual property management, which was recognized and awarded by the Commission on Higher Education (CHED) Region VI. He also cited the increasing number of articles published in reputable and indexed journals, while encouraging faculty researchers to pursue more impactful studies as the university works toward inclusion in the Times Higher Education (THE) World University Rankings.
Dr. Linan further shared that the first floor of the old administration building at Dayao Satellite College has been converted into an innovation hub, and that a section of CAPSU Sapian is set to be developed into a research digital museum and RDE training center.
Speaking to the awardees, he extended his commendation: “Today, we do more than confer recognition—we honor lives of service, ideas turned into action, and quiet sacrifices that have brought real and lasting benefits to our communities.” He added, “Your projects and contributions remind us that even in difficult moments, we can shape hope through purposeful action.”
Wrapping up his message, Dr. Linan thanked the awardees “for trusting CAPSU as their partner, for believing that education and community can move forward together, and for showing students what the principles of leadership look like in action.”
“May this recognition renew your strength and reaffirm your purpose. May it inspire others to serve with courage, creativity, and compassion, and may we continue to walk together, guided by our shared commitment to excellence, service, and love for our people. In 2026, I encourage all researchers and innovators to focus on our 17 Sustainable Development Goals. Our objective is to deliver relevant research that addresses these goals,” Dr. Linan said, formally closing his message.
Prior to the awarding proper, Robinsons Roxas was presented with a certificate in recognition of its unwavering support as the official venue of the event. The program then proceeded to the awarding proper, where outstanding individuals and groups were honored for their contributions and achievements.

Following the awarding proper, Dr. Biclar led the launching of two newly approved research centers to the public: Machinery and Agricultural Technology Engineering Center (MATEC) and Coconut Research and Development Center (Coco RDC), both located at CAPSU Burias Campus.
The event concluded with closing remarks from University Research Director Dr. Stephanie S. Pimentel, who expressed profound gratitude to the organizers and extended warm congratulations to the honorees.
“Today, we did more than recognize achievements—we honored dedication, perseverance, and a collective pursuit of knowledge that serves the greater good. The awardees are living proof that research is not confined to laboratories, development is not limited to plans and policies, and extension is not merely an activity but a commitment to transforming lives in communities. Your work reminds us that RDE is most powerful when science meets service, when innovation responds to real needs, and when knowledge is shared beyond institutions and into the hands of those who need it most,” Dr. Pimentel said. | via Atty.
