The establishment of Capiz State University (CAPSU) Dumarao, formerly known as the Panay State Polytechnic College (PSPC), is the fulfillment of a collective dream. It was envisioned as an institution of higher learning that would serve not only the youth of Dumarao but the entire community and its neighboring towns.
The initiative began with a municipal resolution presented to the PSPC Board of Trustees, which was officially approved as Resolution No. 6 in May 1982. The branch initially opened with 96 high school students. Classes were first held at the Department of Agrarian Reform’s AMU Building in Bungsuan, later moving temporarily to the local Sports Complex in the town proper.
A significant milestone occurred during the 1985–1986 school year when the institution transferred to its current site. During this time, the curriculum expanded to include a Bachelor of Science in Agriculture. Through the pioneering efforts of the community, the campus began to thrive. On March 21, 2004, by virtue of Republic Act No. 9273, PSPC was converted into Capiz State University, and the campus was officially designated as CAPSU Dumarao.

The Doctor of Veterinary Medicine (DVM) Program is a professional course involved in the prevention, diagnosis, treatment and control of diseases of animals, including terrestrial and aquatic animals. The program includes courses on general education, basic science, zootechnics (animal science) and veterinary medical science, as well as on professional skills that the graduates need to be able to carry out the duties of safeguarding animal health, public health, the environment, and to be capable of utilizing effectively the tools of communication in the pursuit of further knowledge and in information dissemination of such in both local and international settings.

Program Objectives

DVM graduates are globally competent in the prevention, diagnosis, treatment and control of diseases of different animal species;
DVM graduates are globally competent to formulate, communicate and implement programs in animal health, animal production, animal health management, food safety, public health, animal welfare and environmental protection and preservation;
DVM graduates are achievers, team players and leaders in the profession or related fields of practice;
DVIVi graduates are capable to handle and conduct researches in pharmaceutical, biotechnological and other industrial fields; and
DVM graduates are capable of imparting knowledge, conducting training and extension services.

The Bachelor of Science in Agriculture (BSA) program aims to educate students in the scientific habit of thought, entrepreneurial skills and prepare them to become professionals with entry-level competencies in technical agriculture. It emphasizes the processes and techniques of identifying, diagnosing and analyzing problems and in designing, packaging and applying technologies needed in the development and conservation of the agriculture and food system resources.

The Bachelor of Elementary Education (BEEd) is an undergraduate teacher education degree program designed to prepare individuals intending to teach in the elementary level.
The program aims to develop highly motivated and competent teachers specializing in the content and pedagogy for elementary education.
After successful completion of all academic requirements of the degree/program, graduates of BEEd should be able to practice the teaching profession in the elementary level.
The BEEd degree program draws from various allied disciplines like social sciences, science, math, technology, languages, and humanities to ensure that the graduates have a multi-disciplinary preparation in content and pedagogy.

The field of criminology is the study of crime and the various agencies of justice as they operate and react to crime, criminals and victims. It is therefore the mission of the Criminology program to provide the community with professionally competent and morally upright graduates who can deliver efficient and effective services in crime prevention, crime detection and investigation, law enforcement, public safety, custody and rehabilitation of offenders, criminological research, among others.

Graduates will be equipped with knowledge, skills, attitude and values in addressing the problem of criminality in the country and the character and competence to meet the challenges of globalization in the field of criminology.

Program Objectives

The program aims to:

encourage research and inquiry on the nature, causes, treatment or punishment of criminal behavior and how criminal justice agencies function and respond to crime, criminals and victims.
prepare the students for careers in crime prevention, law enforcement, scientific crime detection, correctional administration, public safety and allied fields;
foster the values of leadership, integrity, accountability and responsibility while serving their fellowmen, community and country;
