
Capiz State University (CAPSU) served as the benchmarking destination of twelve delegates from Bohol Island State University (BISU) during a learning visit on institutional promotion system held on February 5 at the Board Room, Central Administration Building, CAPSU Roxas City Main Campus.
CAPSU President Dr. Efren L. Linan warmly welcomed the BISU delegation and expressed his gratitude for choosing the University as their benchmarking partner. In his message, he shared a brief background on CAPSU’s Merit Selection Plan, highlighting the rigorous processes it underwent—from its conceptualization to its approval by the CAPSU Board of Regents (BOR).
Dr. Linan further emphasized that while the Merit Selection Plan was approved only last year, it remains a dynamic framework. With continued guidance and technical assistance from the Civil Service Commission (CSC), the plan is regularly refined to ensure a more robust, reliable, and responsive system for the University’s teaching workforce.
The learning session featured an in-depth discussion by Dr. Annalie G. Campos, Vice President for Academic Affairs, on the University’s faculty merit selection plan. This was followed by a presentation from Atty. Joey B. Balatayo, Director for Grievance and Complaint Management Office, who shared the challenges encountered and best practices observed in the faculty hiring and promotion process.
Dr. Mary Ann B. Martelino, Vice President for Administration and Finance, formally closed the program by extending her profound appreciation to the BISU delegates. She expressed hope that the insights gained during the visit would remain meaningful as they return to their province with renewed motivation.
