Defining a clear direction for the next five years, Capiz State University (CAPSU) President Dr. Efren L. Linan presented the RISE CAPSU, RISE CAPIZ Strategic Plan 2026-2030 during a meeting held on January 20, 2026 at the Central Administration Boardroom.
In his message, Dr. Linan emphasized that his administration’s I.M.P.A.C.T. agenda is strategically aligned with the “ACHIEVE” agenda of Commission on Higher Education (CHED) Chairperson Dr. Shirley C. Agrupis.
“We are very fortunate that our agenda is aligned with that of Commissioner Agrupis,” Dr. Linan stated. “Let’s make our strategic plan achievable and focused every year, where we can translate ideas into reality. The President also urged all university stakeholders to claim personal ownership of the roadmap.
“If everyone claims ownership of this strategic plan, I know we can do everything necessary to achieve all our targets,” he added. University Planning Officer IV Mr. Mark Glenn F. Villamor presented the strategic plan on behalf of the University President. This was followed by the presentation of the proposed 2027 budget by Dr. Cherry Ann Deang, Supervising Administrative Officer for Budget.
The meeting was attended by campus administrators, satellite college directors, department heads and representatives from the Board of Regents—notably Prof. Malou Albor (Faculty Representative), Mr. Donnel S. San Antonio (Industry Representative), Ms. Julie O. Deslate (Student Regent) and Dr. Anna May E. Candelario (CSO Representative). Local government support was also evident, with Atty. Julius Daliva representing Roxas City Mayor Ronnie T. Dadivas.
Closing the proceedings, Chief Administrative Officer for Finance Atty. Toche Vic B. Doce expressed gratitude for the collaborative effort of all the officials involved in preparing the plan.
“Let’s commit to turning our vision into action,” Atty. Doce said. “With clarity of purpose and collective effort, we will shape a brighter future for Capiz State University.”
