Capiz State University (CAPSU) entered a partnership with the Bureau of Jail Management and Penology (BJMP) – Capiz in a bid to deepen its commitment to community transformation through education and extension work.

This partnership was sealed with the signing of a memorandum of agreement on December 11, 2025, at the Central Administration Boardroom. Representing CAPSU was University President Dr. Efren L. Linan while JSSUPT John D. Montero, Regional Director of the Jail Bureau (BJMPRO VI), signed on behalf of BJMP Capiz.

The agreement solidifies the implementation of two key initiatives: Project BINHI by the College of Management of Roxas City Main Campus and the SHInES Extension Program by the Mambusao Satellite College.

Project BINHI aims to equip Persons Deprived of Liberty (PDLs) with the knowledge and skills necessary for business creation and management. Complementing this, the SHInES Extension Program offers training in practical livelihood skills and organizes symposiums to enhance competencies. Together, these programs aim to boost the employability and self-sufficiency of PDLs, facilitating their successful reintegration into society.

Witnessing this significant event were key university officials, including Dr. Leo Andrew B. Biclar, Vice-President for Research, Development and Extension; Dr. Annalie G. Campos Vice-President for Academic Affairs and Linkages; Dr. Rossandrew B. Villaruel, University Quality Assurance Director; and Prof. Jocelyn S. Legaspi, University Director for Extension. Also present from the implementing campuses were Dr. Ramy Lloyd L. Lotilla, Mambusao Satellite College Director; Dr. Ian B. Arcega, Dean of the College of Management of Main Campus; Dr. Rhodora Ticar, Mambusao Extension Chair; and Prof. Clyde Dwylneh Leccio, Mambusao BSFT Chair.

The BJMP delegation included JSUPT Maricon A. Castidad-Tulayan, Capiz Provincial Jail Administrator; JSUPT Julius Cesar V. Chavez, Roxas City Jail – Male Dormitory Warden; JSINSP Ronilyn F. Fulgueras, Acting District Jail Warden for Mambusao; JINSP Rowena V. Magallanes, Acting City Jail Warden for Roxas City Jail – Female Dormitory; alongside SJ04 Ernie A. Olendo, JO2 Janice B. Ambuan, SJ02 Roel Z. Morania and SJ01 Jessica G. Lantoria.

This collaboration stands as a testament to CAPSU’s commitment to quality and inclusive education, and impactful extension programs. Through BINHI and SHInES programs, the university hopes to plant seeds of learning and shine a light of hope, preparing PDLs for a productive future beyond the prison walls.
