Dr. Leo Andrew B. Biclar, Vice President for Research, Development, and Extension of Capiz State University, delivered an enlightening and forward-looking presentation on “Revolutionizing Education and Research for Sustainable Development” during the PSERE Seminar themed “Phygital Convergence: The Real and Digital World” held at John B. Lacson Foundation Maritime University, Molo Campus, Iloilo City, December 02, 2025.
