The Capiz State University (CAPSU), represented by Dr. Leo Andrew B. Biclar, Vice-President for RDE (on behalf of Dr. Efren L. Linan, University President), signed a Memorandum of Agreement (MOA) with the Department of Interior and Local Government (DILG) Unit today, October 24, 2025, to establish the Multistakeholder Advisory Council (MSAC).
The MSAC is designed to serve as a collaborative platform that promotes participatory governance and fosters stronger partnerships among a broad range of sectors. These partners include local government units, national government agencies, academic institutions, civil society organizations, the media, and the private sector.
