Capiz State University (CAPSU), through the Extension and Community Services Office of Roxas City Main Campus, signed a Memorandum of Agreement (MoA) with the Brotherhood of Christian Businessmen and Professionals (BCBP) Roxas City East Chapter and the local administrations of Barangay Dumulog and Barangay XI on October 6, 2025.

The agreement formalizes the collaboration for implementing various community-based programs spearheaded by CAPSU in partnership with BCBP. These initiatives aim to empower residents of Barangay Dumulog and Barangay XI through capability-building and sustainable development activities.
The MoA signing was held at the Accreditation Room of the Roxas City Main Campus and attended by key university officials, faculty members of the College of Education, and representatives from BCBP and the partner barangays.
University President Dr. Efren L. Linan signed the agreement on behalf of CAPSU, with Dr. Leo Andrew B. Biclar, Vice President for Research, Development, and Extension, serving as witness. In his message, Dr. Linan expressed his gratitude to the partner institutions, saying, “We are lifting our hands not because we need help, but because we need partners who can strengthen and boost our service to the community.”
Representing the partner institutions were Mr. Dennis Anthony Altobano, Chapter Head of BCBP Roxas City East Chapter; Hon. Rufino D. Dunton, Punong Barangay of XI; and Hon. Wilfredo Agase, representing Hon. Stephen A. Medina, Punong Barangay of Dumulog. Each extended their appreciation and shared optimism for the forthcoming programs under the partnership.
Also present during the event were Dr. Cleo Jude A. Joaquin, Focal Person of Roxas City Main Campus; Dr. Hazel D. Joaquin, Dean of the College of Education; Dr. Gemma F. Agustin, Graduate Program Coordinator; and Prof. Gemma Angelias, Extension Chair.
