The Capiz State University administration through the Budget office conducted a two-day university-wide budget hearing for the fiscal year 2026 on September 1 to 2, 2025 at the Boardroom of the Central Administration building.

It was attended by the university key officials led by the President Dr. Efren L. Linan and the four vice presidents namely Dr. Mary B. Martelino of Administration and Finance; Dr. Annalie G. Campos of Academic Affairs; Dr. Leo Andrew B. Biclar of Research, Development and Extension; and Dr. Salvacion J. Legaspi of External Affairs and Linkages.

Dr. Martelino provided the framework for the budget hearing. Dr. Cherry Anne M. Deang, Supervising Administrative Officer for Budget, presented the Central Administration’s budget to the panel while Dr. Biclar presented the part of the University RDE.

The Main campus focal person, campus administrators and satellite college directors also presented their budget and activity proposals for their respective campuses. They were supported by their respective campus budget officers, program chairs and department heads.

Department of Science and Technology (DOST) Regional Office VI Director Engr. Rowen R. Gelonga and Atty. Danny N. Valenzuela were invited as members of the panel of evaluators. Both Director Gelonga and Atty. Valenzuela are members of the CAPSU Board of Regents. They conducted a thorough review of the budget and activity proposals presented and provided objective feedback and recommendations. Also in attendance is Regent Julie Deslate, Student Federation Representative to the Board of Regents.

The program concluded with a closing remarks from Atty. Toche Vic B. Doce, Chief Administrative Officer for Finance. Atty. Doce thanked the evaluators for their recommendations and guidance, and the university officials for their active participation.

The budget hearing was conducted to strategically manage the financial resources of the university and to ensure that the funds are allocated to programs and activities that benefits the students, other stakeholders and the university as a whole.
