On August 1, 2025, Capiz State University – Roxas City Campus, through its College of Engineering, Architecture and Technology (CEAT), held dual graduation ceremonies in Mambusao, culminating weeks of hard work and collaboration. The theme, “Pag Hanas sang Abilidad para sa Pag-Umwad,” perfectly captured the spirit of these empowering community-based skills training programs in Building Wiring Installation, Refrigeration and Air Conditioning, and Basic Arc Welding.

The journey began on July 15th, 2025, with initial discussions between the Barangay council of Balat-an and Atiplo and CAPSU officials, including University President Dr. Efren L. Linan, Extension Director Prof. Jocelyn Legaspi, Ms. Rae Norrein S. Ledesma, Engr. Kenneth Occeno and trainers Engr. Danny Dave Fabiana, Mr. Lee Bangcoyo, Engr. Ronniel P. Babis, and Mr. Rodolfo Bones. This collaborative spirit solidified with the signing of a Memorandum of Agreement (MOA) on July 21st, further strengthening the partnership. The MOA signing included the same CAPSU officials, joined by RDE Vice President Dr. Leo Andrew Biclar.

In collaboration with the Institute of Integrated Electrical Engineers of the Philippines – UAE Chapter, these programs reflect CAPSU’s commitment to uplifting local communities through practical technical education.
