The Vice President for Research Development and Extension serves as extension of the President in the conduct of research, development and extension in all campuses. The specific functions of the VP for RDE are as follows:

  • initiates plan and program in line with RDE activities of the different units;
  • supervises the RDE activities of the different units;
  • enriches review and recommends research projects/proposals/programs for funding;
  • proposes establishment of linkages with public and private agencies, both local and foreign;
  • initiates sourcing of funds for RDE programs and projects;  
  • initiates and establish tie –up programs with government and non-government agencies;
  • submits an annual report on RDE and other related activities; and
  • performs other functions as the President may assign.

 

Engr. EFREN L. LINAN is a registered Agricultural Engineer and a licensed Teacher. He graduated his Master of Engineering in Environmental Engineering and Management at Asian Institute of Technology (AIT), Bangkok, Thailand and has finished his Doctoral Degree on Environmental Science at the University of the Philippines, Los Banos, Laguna, Philippines. He was a full scholar of Ford Foundation International Fellowship Program during his Masters Degree and Department of Science and Technology – Accelerated Science Human Resource Development Scholarship Program (DOST-ASTHRDP) for his doctoral degree.

Among the awards he received are: 1) Plaque and Certificate of Recognition in the field of education (Research) in 2014 given by a Local Government Unit of Mambusao, Capiz, Philippines; 2) Best Research Paper (International) Masters Thesis Prize in Energy & Environment given by AIT; and, 3) Best Research Paper (International) entitled “DRASTIC Model and GIS-Based Assessment of Groundwater Vulnerability to Contamination in Boracay Island, Philippines” awarded during the Institute of Research Engineers and Doctors-Applied Science and Environmental Engineering International Conference at Kuala Lumpur, Malaysia in 2014.

Prior to his designation as Vice-President for Research, Development and Extension (RDE), he was the Director of the Intellectual Property Management Office of the University and at the same time the Chairman of the Department of Agricultural and Biosystems Engineering of Burias Campus. Through his effort, the university was granted with two projects funded by the Philippine Council for Agriculture, Aquatic and Natural Resources Research and Development (PCAARRD) namely: 1) Establishing and Operationalizing the Institutional Intellectual Property Business Development Office in Consortia Member Agencies; and 2) Agriculture and Aquaculture Technology Business Incubator. With this, he was able to put up the Technology Business Incubator of the university tagged as “CAPSULE” (Center for Advancing Partnerships; Stimulating Upscaled and Leading Enterprises).

As Vice-President for RDE, Engr. Linan hopes to institutionalize the research and innovation culture of the university as well as developing the culture of entrepreneurship through R&D.
