The VP for Administration and Finance serves as deputy of the President and performs function in the absence of the latter. Exercises general supervision of all administrative and support service personnel. Assists the President in developing plans and programs in coordination with other administrative officers. Assists the President in identifying priority thrusts and initiates, proposes, implements plans, programs and projects for development.
The VPAF’s functions include :
- Recommends to the President the allocation of funds in coordination with the Chief Administrative Officer – Finance;
- Ascertains actual expenditure in accordance with authorized appropriation; and
- Perform other duties the President may assign.
Dr. WENNIE FRIAS LEGARIO, is a graduate of Bachelor of Science in Electrical Engineering at Colegio de la Purisima Concepcion, Roxas City in 1987. He is an REE passer in 1988 and LET passer in 1998. He graduated his Master of Engineering (MEE) at Western Institute of Technology, Iloilo in 1993; Master of Business Administration (MBA) at Colegio de la Purisima Concepcion, Roxas City in 1997; Doctor of education in Industrial Education Management in 2008 at Capiz State University-Main, Roxas City.
Prior to joining CAPSU Main in 2002 he was a former faculty of the Engineering and Technology Department of the Colegio de la Purisima Concepcion for 7 years and appointed Dean of the Computer Department for 6 years. He started at CAPSU as Instructor I and rose from different academic ranks through NBC 461. He was given several designations and assignments such as NSTP Chairman of CAPSU Main, NSTP Director of the University, and Commandant of CAPSU ROTC Unit to name a few. As an ARMY reserved Officer in 2014, he was upgraded to the rank of Lieutenant Colonel (LTC) by the Philippine President and then appointed to be the Battalion Commander of the 1ST Capiz Ready Reserved Infantry Battalion (RRIBn). In May 2015 he became the Campus Administrator of CAPSU Main until September 08, 2020.
Presently, he is holding an academic rank of Professor V and appointed Vice President for Administration and Finance of the University.
