Building on the high-level meeting held on January 13, officials from Capiz State University (CAPSU) and the University of the Philippines (UP) Manila reconvened virtually on February 24, 2026, to further advance their proposed collaboration in the field of health sciences.

Representing CAPSU on behalf of Dr. Annalie G. Campos, Vice President for Academic Affairs, were Dr. Rossandrew B. Villaruel, Director for Quality Assurance; Dr. Hazel D. Joaquin, Director for Instruction; and Atty. Joey B. Balatayo, Director for Grievance and Complaint Management Office.  

UP Manila was represented by Dr. Bernadette Heizel M. Reyes, Vice Chancellor for Academic Affairs; Dr. Vivien Fe F. Fadrilan-Camacho, Director, Office of International and Local Linkages; Dr. Charlie E. Labarda, Dean, School of Health Sciences; Dr. Meredith del Pilar-Labarda, Linkages Coordinator, School of Health Sciences; and Mr. Jericho Tapia, Senior Office Assistance, Office of International and Local Linkages.

Discussions focused on refining the proposed consortium for a ladderized medical program to be offered at CAPSU, with both institutions actively engaged in the technical and academic preparations required to launch the program in the near future. The meeting underscored the shared commitment of CAPSU and UP Manila to expand access to quality health sciences education through strategic institutional partnership.
