
To strengthen academic and operational planning for Capiz State University (CAPSU) Sapian Campus, the Technical Working Group (TWG) officially presented its feasibility study on the proposed course offerings to university leadership on February 6.
The presentation, held at the campus Conference Room, was led by Dr. Ronilo G. Berondo, Officer-in-Charge, and attended by university key officials headed by the President, Dr. Efren L. Linan. The panel included the university’s four vice presidents, department heads, and Engr. Rowen R. Gelonga, DOST VI Regional Director and member of the CAPSU Board of Regents.
Dr. Berondo opened the session by presenting the rationale and objectives of the feasibility study. This was followed by a comprehensive presentation of data and findings by Dr. Rosine O. Labado, Dean of the College of Management of the Burias Campus and a member of the TWG.

University officials and Engr. Gelonga later engaged in a feedback session, during which operational and strategic considerations were discussed. Engr. Gelonga emphasized the importance of aligning the campus development roadmap with the University’s mandate and the shared goal of the local government to provide accessible and quality education to the people of Sapian and nearby communities.
The discussion concluded with a message from Dr. Mary Ann B. Martelino, Vice President for Administration and Finance, who underscored the need for balanced growth. She emphasized that academic excellence must be matched with fiscal sustainability, noting that the activity serves as a guide for informed and deliberate decision-making toward the potential reopening of the Sapian Campus.

Following the TWG presentation, the Board Finance Committee convened a separate session chaired by Regent Engr. Rowen R. Gelonga, to discuss the University’s broader financial roadmap. Dr. Cherry Anne M. Deang, Supervising Administrative Officer for Budget, and Ms. Maribel B. Tuante, University Chief Accountant, presented the proposed university budget for the Committee’s review and deliberation.
