Today, August 29, 2025 – Dr. Leo Andrew B. Biclar, Vice President for Research, Development, and Extension of Capiz State University (CAPSU), presented the results of the study “Citizen Satisfaction Index System (CSIS) on Health Care Services in Roxas City, Capiz” during the Western Visayas Health Research and Development Consortium (WVHRDC) August Webinar.
Dr. Biclar’s presentation highlighted the findings of the CSIS, a participatory tool designed to measure citizens’ feedback on the quality, accessibility, and effectiveness of local government health services.

The results provided valuable insights into the strengths and gaps in Roxas City’s health service delivery, particularly in areas such as vaccination, maternal care, free consultations, and access to medicines.
The session was moderated by Dr. Emmanuel Dayalo, Director of the Social Science Research and Development Center (SSRDC), and was attended by various stakeholders from across Western Visayas. Participants included representatives from academic institutions, health agencies, local government units, and civil society organizations.
The webinar underscored the importance of evidence-based research in shaping responsive health programs and policies. Through the CSIS findings, stakeholders were able to reflect on actionable strategies, such as deploying mobile clinics, enhancing outreach programs, and strengthening community health education, to ensure that healthcare services reach even the most underserved sectors.
By hosting the session, CAPSU reaffirmed its commitment to advancing research-based solutions that address pressing local health issues while fostering collaboration among stakeholders in Western Visayas.
