
Capiz State University (CAPSU) successfully conducted an Oath-Taking Ceremony and Orientation Program for its newly hired and promoted academic and non-academic personnel, reinforcing the institution’s commitment to professionalism, ethical service, and values-driven governance.
The program, held at the Dadivas Gym of the Roxas City Main Campus on December 15, formally opened with the Flag Ritual led by Hubon Ka Mga Surundun, followed by the National Anthem and Opening Prayer rendered by the Padang Sibagun Chorale.
In her welcome remarks, Dr. Mary Ann B. Martelino, Vice-President for Administration and Finance, emphasized the importance of integrity, accountability, and dedication in public service as CAPSU continues to strengthen its workforce.
“Imbibe in you the true spirit of being a government employee. The true spirit of a good government employee is fundamentally rooted in the concept that public office is a public trust… As you embark on this noble journey of serving the government, remember that every decision, every action, and every gesture counts. You are not just serving the people, you are serving the nation,” she said.
The Oath-Taking of newly hired and promoted personnel was administered by University President Dr. Efren L. Linan, who also delivered a Message of Challenge, encouraging employees to uphold excellence, service, and ethical leadership in their respective roles. He shared a story about a fledging eagle named “Ella”, telling about the struggle experienced by the bird in learning how to fly. From the failure of her first attempt until overcoming the challenges and was able to soar high above the forest.
Dr. Linan set Ella’s resilience as a reminder for all CAPSUnians. “We have to embrace our challenges, learn continuously and never underestimate the power of perseverance. Just like Ella, your journey may not be easy but it can lead to greater height than you ever imagined,” he stated.
Acceptance of the challenge was delivered separately for academic and non-academic personnel. Dr. Romulo L. Lagon, Dean of the College of Education from the CAPSU Burias Campus, represented the academic sector, while Atty. Ann Margaret P. Dy, Attorney IV from CAPSU Central Administration, spoke on behalf of the non-academic personnel.
The second part of the program focused on orientation and capacity-building. Dr. Ronilo G. Berondo, Director of Human Resource Training and Development, presented the rationale of the activity, highlighting the importance of familiarizing personnel with government policies and institutional standards. Dr. Michelle C. Acevedo, Administrative Officer V, formally introduced the resource speaker.

The orientation proper was conducted by Dr. Vizur-Ty C. Gaitano, Director II of the Civil Service Commission (CSC) Capiz Field Office in Roxas City. The session covered key topics including government working hours, the Code of Ethics, leave laws, and values formation, followed by an open forum that allowed participants to raise questions and clarify concerns. Before ending his talk, Dr. Gaitano leaves a challenge to all who have just taken their oath: “Take CAPSU, take yourselves, take public service as a vocation, not just a profession. You must give yourself and your heart to public service. There is no other passion, most noble profession than public service,” he said.
The program concluded with the awarding of a Certificate of Appreciation to the resource speaker and closing remarks from Dr. Annalie G. Campos, Vice-President for Academic Affairs, who underscored the role of continuous learning and ethical practice in public higher education. “Today marks not just a change in position or title, but a renewed commitment to service with competence, integrity and dedication. The oath you had taken is a reminder that the public service is a public trust, one that calls for excellence, ethical conduct and a heart for service,” she conveyed.
The activity marked a significant milestone for CAPSU personnel, affirming the university’s dedication to good governance, professional growth, and service excellence.
