
The Capiz State University (CAPSU) Disaster Risk Reduction Management (DRRM) Director Dr. Arnel Van V. Aleligay was assigned as the Documentation Unit Leader (DUL) in an Incident Command Post (ICP) during the ASEAN Senior Economic Officials’ Meeting (SEOM) Retreat held in Boracay Island, Malay, Aklan on December 11-12, 2025.
To ensure the safety and welfare of delegates from ASEAN member states, the Western Visayas Regional Incident Management Team (RIMT) was activated to man the Sub-Task Group on Emergency Preparedness and Response (STGEPR). Under the leadership of OCD Region VI Director Raul Fernandez, the group maintained a rigorous safety net for the high-level international event.
As the DUL, Dr. Aleligay was responsible for the integrity of all the incident-related records. Working closely with the Planning Section Chief, he ensured that all documentation met strict legal, historical and analytical standards. His responsibilities also included maintaining complete and up-to-date incident file, supervising his team and securing archived records and managing duplication services.
The STGEPR, composed of officials from various local and national government agencies, was deployed from December 7 to 14. The mission concluded as a total success with zero incidents reported throughout the event.
Beyond his individual contribution, Dr. Aleligay’s assignment reflects the trust placed in CAPSU DRRM’s technical competence in disaster risk management. It highlights the university’s commitment to safety and resilience in high-profile events.
