
Senior officials and campus administrators of Capiz State University (CAPSU) met on January 19, 2026, at the Central Administration Boardroom to present their Office Performance Commitment and Review (OPCR) for the 2025 calendar year.
University President Dr. Efren L. Linan opened the session by highlighting the practical purpose of the review. While acknowledging the university officials for meeting their 2025 targets, he emphasized that the activity served primarily as a tool for self-assessment.
“This is not just a presentation of our targets and accomplishments, this will be an analysis on what are the gaps and needs that we need to address,” Dr. Linan said.
Mr. Mark Glenn F. Villamor, University Planning Officer IV, provided the rationale for the activity and explained the role of the Performance Management Team (PMT) in upholding university standards. He noted that the review process is designed to provide structured and specific feedback to guide administrative decision-making.
“We are here to provide structured and specific feedback,” Mr. Villamor stated. “Also, with this, we can make informed decisions about skill gaps, learning opportunities, key issues and concerns pertaining to the quadro-dimensional functions of the university which are instruction, research, production and extension, as well as the areas of administration and finance, and external affairs and linkages.”
The program proceeded with presentations from the four Vice Presidents, campus administrators, and satellite college directors, who outlined their accomplishments in 2025. These presentations were followed by an exchange of insights among senior key officials to ensure alignment between the central administration and the various campuses.
To conclude the meeting, Atty. Toche Vic B. Doce, Chief Administrative Officer (CAO) for Finance, commended the presenters for attaining their targets and encouraged sustained collaboration moving forward.
“This activity is also a realization that we can accomplish more,” Atty. Doce remarked. “Let us harness the insights from today’s review to drive growth and excellence. Let us continue to strive for innovation, support one another, and uphold our university’s values.”
