A year ago, on September 8, 2024, Capiz State University welcomed a new chapter of leadership as Dr. Efren L. Linan assumed the presidency upon the completion of the term of Dr. Editha C. Alfon. With humility and courage, Dr. Linan accepted the mandate not only to lead but to transform, to listen, to build, and to inspire. Today, as we mark his first anniversary as President of Capiz State University, we look back at twelve months of bold beginnings, visionary strides, and collective triumphs.

Dr. Linan, a proud alumnus of the University of the Philippines Los Baños where he completed his Doctor of Philosophy, has long been a stalwart of research and innovation. Serving as CAPSU’s Director of Intellectual Property Rights from 2014 to 2020 and later as Vice President for Research, Development, and Extension since 2020, he brought to the presidency a deep understanding of institutional excellence, innovation, and community impact.

Anchoring his administration is a strategic SIX-POINT AGENDA, encapsulated in the acronym I.M.P.A.C.T.: Institutionalization of Relevant Research & Innovation; Melioration of Production and Enterprise Development; Progressive Management & Steward Leadership; Advancement of Excellence through Internationalization; Contextualization of Inclusive Instruction and Training; and Transformation of Extension Programs and Global Linkages.

This framework has served as both compass and roadmap, guiding CAPSU toward inclusivity, sustainability, innovation, and service.

As Dr. Linan’s term as president reaches its first year, the university looks back on a period of bold beginnings and meaningful change. Marked by the strengthening of CAPSU’s academic standing, the expansion of access to education, and the establishment of stronger foundations in research, innovation, and international partnerships, under Dr. Linan’s stewardship, CAPSU continued to grow in stature, not only regionally but also in the global arena, embodying its aspiration to be a future-ready university that serves both local communities and the wider world.

Across campuses, CAPSU has experienced a renewed sense of purpose. Faculty and staff have embraced reforms that streamline processes and uplift professional growth, while students have demonstrated excellence not only in academics but also in sports, culture, and leadership. Alumni and external partners have deepened their engagement, affirming the university’s relevance in nation-building. International collaborations have expanded CAPSU’s horizons, linking its programs to sustainable development goals and strengthening its identity as a globally connected institution.

Equally significant has been the university’s commitment to extension and community engagement. By aligning its initiatives with the real needs of people and industries, CAPSU has reinforced its role as a bridge between knowledge and social transformation. The progress achieved within a year underscores not just administrative leadership but also the collective resolve of the entire CAPSUnian community.

Dr. Linan’s first year has laid the groundwork for long-term impact, but the road ahead demands greater resilience, stronger innovation, and deeper unity. With the guiding light of the I.M.P.A.C.T. Agenda, Capiz State University is poised to continue its upward trajectory, carrying with it the faith, talent, and determination of its people.

And so today, we celebrate what has been achieved and a promise of what is yet to come. CAPSU stands today as an institution defined by vision, driven by service, and united in its mission to rise as One CAPSU, ready to shape lives, empower communities, and contribute to the nation’s future.
