Capiz State University (CAPSU) and ASEAN Youth Organization (AYO) have officially solidified its partnership through the signing of a Memorandum of Understanding (MoU) on February 5 at the Capiz Gymnasium, Roxas City Main Campus.

Based in Jakarta, Indonesia, AYO is an international non-partisan, non-governmental organization. Its flagship “AI Ready ASEAN” program focuses on promoting ethical, responsible, and inclusive artificial intelligence (AI) literacy. The partnership paves the way for joint initiatives designed to empower students and youth to harness AI effectively and ethically.

A Necessity for Progress
Dr. Salvacion J. Legaspi, Vice President for External Affairs and Linkages, opened the ceremony by highlighting the urgency of global cooperation in the digital age.

“In a world where technological change is accelerating, as societal expectation arising, our University cannot move forward alone. Collaboration is a necessity and keeping abreast with the fast changing technology is better achieved in collaboration with organization such as the ASEAN Youth Organization”, she said.

Following her remarks, Dr. Rosel P. Dionio, Head of the University Digitalization Office, presented the salient points of the agreement prior to the formal signing.

Beyond Ink on Paper
In his acceptance speech, University President Dr. Efren L. Linan thanked AYO for its commitment to AI literacy as a driver of social and economic growth. He emphasized that the agreement must be more than just a formal document.

“Let this memorandum be more than ink on paper; it must serve as a living framework for tangible outcomes,” Dr. Linan stated. “Together, let us foster innovation, value diversity, and help our young people thrive in a fast-changing world.”

Empowering the Youth
The event transitioned into an educational hybrid seminar led by Dr. Nina Maer P. Quimpo, a Master Trainer for the AI-Ready ASEAN program. Dr. Quimpo provided students with practical insights into how AI works and how it can be utilized as a force for good. It was attended by students onsite and online via Zoom.

Concluding the event, Prof. Malou B. Albor, University Director for National and International Affairs, delivered a message on behalf of Dr. Mary Ann B. Martelino, Vice President for Administration and Finance.

“This collaboration ensures our learners are not mere observers of global trends, but active participants,” Prof. Albor said. “When we unite for internationalization and innovation, we build a community that dares to dream bigger and reach further.”

The ceremony was also attended by AYO Philippines representatives Ms. Lejay Ann Abrigar, Project Officer and Mr. Covie Paulo S. Ronquillo, Business Development Manager.
