In a significant step toward strengthening collaboration in education, research, and community extension, Capiz State University–Tapaz Satellite College (CAPSU-Tapaz) and the Department of Education (DepEd) Schools Division of Capiz formally signed a Memorandum of Agreement (MOA). The partnership underscores a shared commitment to advancing quality education, capacity building, and responsive extension services that directly benefit schools and communities across the province.

The activity formally opened with a warm and inspiring welcome message from Dr. Roel F. Bermejo, Schools Division Superintendent of DepEd Capiz. In his message, Dr. Bermejo emphasized the importance of strong partnerships between higher education institutions and the basic education sector. He highlighted that collaborations such as this MOA serve as vital mechanisms for addressing educational gaps, enhancing teacher and learner development, and ensuring that programs implemented are aligned with the real needs of schools and communities.
Representing Capiz State University, Dr. Leo Andrew B. Biclar, Vice President for Research, Development, and Extension, delivered his message of support and commitment. Dr. Biclar underscored CAPSU’s mandate as a state university to extend its expertise beyond the classroom through impactful research and extension initiatives. He stressed that the partnership with DepEd Capiz opens wider opportunities for collaborative projects, knowledge sharing, and the translation of academic expertise into practical solutions that uplift the education sector.
A key highlight of the program was the Statement of Purpose and Overview of Extension Programs, which provided a clear direction for the partnership’s implementation. Dr. Ronilo G. Berondo, Program Proponent of the SMART Extension Program, discussed the program’s objectives and strategies. He explained that SMART is designed to promote innovative, sustainable, and community-responsive interventions that empower educators, learners, and stakeholders through skills training, capacity building, and applied research.
Complementing this, Dr. Remia G. Garde, Program Proponent of the PAG-ULIKID Extension Program, presented an overview of her program, which focuses on inclusive and child-centered initiatives. Dr. Garde highlighted PAG-ULIKID’s role in nurturing holistic development, particularly among children and youth, through programs that support learning, well-being, and community engagement. She emphasized that collaboration with DepEd schools is crucial in ensuring that these initiatives reach their intended beneficiaries effectively.
The event concluded with the closing remarks of Dr. Arlene C. Gonzales, Satellite College Director of CAPSU–Tapaz Satellite College. In her message, Dr. Gonzales expressed gratitude to all stakeholders and partner institutions for their unwavering support and cooperation. She reaffirmed CAPSU-Tapaz’s commitment to the successful implementation of the agreed programs and emphasized that the MOA signing marks not just a formal agreement, but the beginning of a strengthened and meaningful partnership dedicated to educational excellence and community development.
