For Capiz State University (CAPSU), the year 2026 is poised to be a year of breakthrough and progress. As the new year unfolds, the university is meeting new challenges with a renewed mission and strategic initiatives. This mission was the centerpiece of University President Dr. Efren L. Linan’s recent visit to the campuses in preparation for the second semester of School Year 2025-2026.

The Pre-Opening Conference, held from January 6 to 12, 2026, spanned the university’s three main campuses and six satellite colleges. Since the start of his tenure, Dr. Linan has made these pre-semester visits a cornerstone of his administration, viewing them as vital opportunities to refine the quality of service provided to students and the community.

The President and his delegation were welcomed by campus employees, led by respective their administrators, satellite directors, and main campus focal person. Each campus head presented a detailed accomplishment report for the previous year.

During the “President’s Time” session, Dr. Linan highlighted significant administrative milestones, including: 100% compliance of all university programs with Commission on Higher Education (CHED) requirements; successful AACCUP accreditation of different university programs; enhance of university policy manuals; hiring for unfilled positions; acquisition and distribution of laboratory facilities to campuses; and the implementation of various infrastructure projects.

Looking forward to 2026, Dr. Linan presented initiatives that are focused on strengthening the CAPSU brand, boosting research and publication outputs leading to global recognitions, impactful Gender and Development (GAD) projects and robust student assistance programs.

To ensure academic excellence, he urged administrators to allocate budget for faculty retooling and student intervention, aimed at elevating the university’s performance in board examinations.

Dr. Linan also announced the 120 million pesos in approved infrastructure projects designated for the Burias and Pontevedra campuses, as well as the Dayao and Pilar satellite colleges.

Complementing this physical growth is a push for digital maturity. Prof. Rommel B. Sario, Systems Process Analyst, Digital Transformation Office, presented data-driven insights from the 2025-2026 enrollment period. By analyzing applicant demographics and student profiles, the university aims to tailor its academic service delivery more effectively. Prof. Sario also previewed upcoming digitalization initiatives designed to streamline workflows for both faculty and administration.

The heart of the conference was the Open Forum, which provided a platform for faculty, staff, and students to engage directly with the university leadership. Dr. Linan’s commitment to answering questions candidly underscored a culture of transparency and collaboration, ensuring that the administration remains responsive to the needs of its stakeholders.

Accompanying the president in these campus visits were Dr. Mary Ann B. Martelino, Vice President for Administration and Finance; Dr. Annalie G. Campos, Vice President for Academic Affairs; Dr. Leo Andrew B. Biclar, Vice President for Research, Development and Extension; Dr. Salvacion J. Legaspi, Vice President for External Affairs and Linkages; Ms. Fe Lynn L. Linan, Executive Assistant III; and Ms. Sally Biclar, Private Secretary I. The four vice presidents provided updates and addressed queries within their respective jurisdictions.

Before ending each meeting, Dr. Linan called for solidarity, urging employees to work with the administration in achieving these goals and elevate CAPSU into the global arena.
