The University President is the chief executive officer of the University. Appointed by the Board of Regents upon the recommendation of the duly constituted search committee. Has a term of four (4) years and shall be eligible for appointment for another term: provided, that these provisions shall not adversely affect the term of the incumbent. and shall exercise the following duties: 

  • Serves as an ex-officio head of the Institution, the faculty and the staff of every college or school or any other unit of the University;
  • Provides general supervision of all business and financial operation of the University;
  • Provides general supervision over all officers, members of the teaching staff, and employees;
  • Carries out the general policies laid down by the Board of Regents and shall have power to act within the line of said general policies. He shall direct or assign the details of the executive action;
  • Determines and prepares the agenda of all meetings of the Board of Regents and of the Academic Council; provided, however, that any member of the Board shall be entitled to have any matter included in its agenda, and provided further, that the Academic Council by majority vote in a meeting or upon the written request of 1/10 of its membership include any matter in either agenda;
  • Presides at commencement and other public exercises of the University, and confer such degrees and honors as are granted by the Board of Regents. All college diplomas and certificates issued by the institution shall be signed by him, the Chancellor/Campus Administrator concerned, and attested by the Registrar;
  • May cancel the permit or authority given to a person or group to engage in any work or activity within the campus of the University if it is used to arouse disloyalty to the government, prevent teachers or non–teaching personnel of the University from performing their functions, prevent students from attending their classes or committing a crime or any form of misconduct;
  • Shall be the official medium of communication between the teaching force, employees and the students of the University on one hand and the Board on the other; and,
  • Shall recommend qualified and competent persons to fill-up all vacancies and new positions and shall have authority to fill-up vacancies temporarily and to make such other appointments necessary to meet emergencies occurring between meetings of the Board of Regents so that the work of the University will not suffer, provided that such arrangements are reported to the Board. He shall have the authority to fill-up vacancies temporarily and to make such other appointments to be submitted to the Board of Regents at its next meeting for confirmation.

Dr. Editha C. Alfon is appointed as the second lady university president of the Capiz State University on September 8, 2016 by virtue of Resolution No. 50, s. 2016.Prior to her appointment as president, she had been the Vice President for Academic Affairs from September 17, 2014 to September 7, 2017, Campus Administrator of the CapSU Main Campus from June 1, 2010 to September 16, 2014, and Registrar III from 2000 to 2010. 

Prior of joining the poll of faculty of Capiz Institute of Technology (now Capiz State University Main Campus), she worked as a guidance counselor at Batad NAVHS in Iloilo. 

Dr. Alfon is a degree holder of Doctor of Philosophy in Education major in Educational Management/Psychology at Colegio de la Purisima Concepcion, Roxas City and University of San Agustin, Iloilo City. 

Her primary research interests are in the fields of psychology and GAD which had been published in some reputable research journals.
