
To empower and capacitate the personnel of Capiz State University (CAPSU) Central Administration, the Gender and Development (GAD) Office, in partnership with the Human Resource Development and Training (HRDT) Office, conducted the “Strengthening Gender Protection: A Training-Workshop on Republic Act No. 9710 (Magna Carta for Women) and Republic Act No. 11313 (Safe Spaces Act)” on December 18 at the Dadivas Gymnasium, CAPSU Roxas City Main Campus.
Dr. Mary Ann B. Martelino, Vice President for Administration and Finance, formally welcomed the participants and emphasized the importance of unity and collective responsibility within the CAPSU community.
“The progress of our university does not depend on the few, but on the collective effort of all. Each of us may have different roles, abilities, and resources, but when we give our best—our dedication, integrity, and hard work—we contribute to the growth and success of CAPSU,” Dr. Martelino conveyed.
Dr. Ronilo G. Berondo, HRDT Director, presented the activity’s rationale, while Dr. Jesusa L. Luda, GAD Director, introduced the distinguished resource speakers.
Prior to the program proper, CAPSU President Dr. Efren L. Linan delivered an inspirational message and story, highlighting the values of equality, protection, happiness, and joy within the workplace.
“This story reminds us that we need each other in order to succeed. Happiness is what we feel today as we celebrate Christmas—it is short-term. Joy, however, is long-term; it comes from being fulfilled in our workplace when we help one another, share, care, protect, and love,” Dr. Linan stated.
The training featured discussions by legal experts, with Atty. Jaybe L. Blancaflor, Information Officer III of the Information Unit, providing an in-depth discussion on R.A. 9710 or the Magna Carta for Women. Meanwhile, Atty. Ann Margaret P. Dy, Attorney IV of the Legal Unit, thoroughly discussed R.A. 11313, also known as the Safe Spaces Act.
Prof. Jumar Q. Apoyo, Guidance Counselor of CAPSU Sigma Satellite College facilitated the workshop that engaged the participants in scenarios related to RA 9710 and RA 11313 cases while integrating team-building and group dynamics activities.
The program also included the announcement of the winners of this year’s 18-Day Campaign to End Violence Against Women (EVAW) #OrangingYourIconMovement Office Decoration Contest, as follows:

To strengthen professional relationships by fostering mutual respect and equality, the Central Administration personnel took part in the “Pasko sa CAPSU” a Christmas jingle competition that showcased their talents, where the Green Team emerged as champion, followed by the Red Team as first runner-up, the Blue Team as second runner-up, and the Yellow Team as third runner-up.
Vice President for Academic Affairs Dr. Annalie G. Campos delivered the closing remarks, expressing her profound appreciation to the university’s key officials for their continued support of GAD initiatives and to everyone who contributed to the success of the seminar-workshop.
“We are reminded that learning does not end with the completion of this activity. Rather, it begins with how we, as members of CAPSU, carry forward the principles discussed today—upholding dignity, respect, equality, and safety in our workplace and in every space we serve,” Dr. Campos said.
Dr. Emmanuel D. Dayalo, Director for Publication and Instructional Materials, served as the master of ceremonies for the event.
