The College of Education (COEd) of Capiz State University (CAPSU) – Roxas City Main Campus formalized a strengthened partnership with Dumalag Vocational-Technical School (DVTS) through a Memorandum of Agreement (MOA) signing ceremony held on May 7 at the Accreditation Room of the Administration Building.
This partnership follows the agreement signed on March 6, 2025, between CAPSU and the Technical Education and Skills Development Authority (TESDA) through DVTS, which aims to enhance academic cooperation and support the seamless transition of students from vocational courses to bachelor’s degree programs.

The newly signed MOA builds on this collaboration by focusing on research initiatives, training and skills enhancement programs, and the development of positive behavioral interventions and support systems for learners.
CAPSU President Dr. Efren L. Linan along with Dr. Salvacion J. Legaspi, Vice President for External Affairs and Linkages; Prof. Gemma Angelias, Extension Chair of the Main Campus; and Dr. Gemma F. Agustin, Extension Coordinator of the COEd Graduate Program represented the university. The DVTS was represented by Dr. Revic C. Frebaldos, Vocational School Administrator III and Ms. Rica F. Gallaza, Guidance Counselor III.
Also present at the MOA signing were Dr. Marien A. Laureto, Director of International and National Affairs; Dr. Jocelyn S. Legaspi, Extension Director; Dr. Cleo Jude A. Joaquin, Main Campus Focal Person; Dr. Arlene C. Gonzales, Tapaz Satellite College Director; Dr. Hazel D.
